Why amendments matter
The International Residential Code (IRC) is a model code published by the International Code Council. State legislatures adopt it — usually with amendments. Counties adopt the state version, often with their own amendments. Municipalities adopt the county version, often with theirs. By the time the document is the binding code for a specific property, three to four amendment layers have been stacked on the IRC base.
Citing the IRC alone in a scope of work is a common error. A reviewer who pulls the actual adopted code can flag any line that differs. The fix is to cite the amendment, not the IRC.
