Why it matters
Grandfathering analysis is the most common use. A permit pulled in 2019 is governed by the edition adopted on the permit-issue date — not the current edition. When the work happens in 2026, the contractor needs to know which edition is the controlling document. Comparing the two editions side-by-side surfaces the differences in seconds.
Multi-jurisdiction scopes are the second use case. A regional contractor working in 5 counties across 2 states needs to know where the per-county requirements diverge. Compare them in one view, get a per-section diff, and write the scope template once with the variances called out.
